Pressure canning soup question

I am new to pressure canning. Last week I did butternut squash and it turned out fine. Today I did turkey soup but had not read to do 1/2 solids 1/2 liquid so I had more like close to 2/3 or less solids.

Today I also used Tattler lids for the first time. When I took the jars out of the canner, half of them were still boiling like you'd expect and the other half were not. Aren't they supposed to boil?
