Started new small lawn in clay soil but may have used too much peat

We have as small, ~300 sq ft yard behind the house that was mulch which "we" decided to grow grass on instead, despite the soil being very heavy with clay and thus having very very poor drainage. Reading online I decided to mix in peat moss to help with drainage and based on this I got 8 of the 2.2 cu ft bales to give a little more than an inch on top and mixed it it with a hand tiller though the soil was very wet and the clay made it very difficult to mix. Planted fescue grass seed and mixed it in the soil with a rake. I've noticed though that we still have very poor drainage when watering, the water basically just sits on top of the soil and when I come home from work it's very dry. I don't really know what I'm doing but it's been 10 days and not a sign of any growth. Is there anything I can do at this point to improve the situation?
