Filled Stemwall vs pier foundation

I am planning to build on an ocean front property in Eastern Canada. The land is low and I will need to build about three feet above the land to be safe from storms. My first thought was to go with a raised slab (stemwall). I would have to dig down about 2.5 feet and build up with fill about a foot above ground level around the foundation for the footings to be frost free. The base is sand. I am on a protected beach so will not have the direct impact from storm surges and Noreasters but eventually with gobel warming may have some surface water on the property.

I am now wondering if It would be more economical and smarter to build on piers and what I would need to do to insulate the floor sufficiently from cold. Local builders all have the same comment, the floors will be uncomfortably cold.

Any advise would be appreciated.
