Rose excessively pruned last Fall

Hello,

I have a rose in an east facing garden which was pruned almost to the ground last fall. Unfortunately it wasn't covered during the winter and there were many black canes etc which I removed.

It's been about a week since I removed the dead canes but I'm seeing black rings form on the base where the stems connect to the main plant (see picture). Additionally, whereas my other roses which received similarly unfortunate treatments in the autumn/winter are sending out new shoots and stems, this particular rose is not.

If someone could advise me on what I should do next, that would be much appreciated. I'm not sure whether it is alive or not (some of the stems TURNED green post-pruning last week).

If it is diseased, please let me know if it is worth keeping. The rose itself had absolutely beautiful flowers last spring/summer and it would be a shame to lose it.
