Timing of Pruning Rose Bushes/Shrub Roses

I have about 30 shrub roses in my front yard. I did quite an extensive pruning of old branches in spring. However, I didn't prune their height enough (probably made me too nervous to do damage-I'm a newbie!). We had a bad storm a few weeks ago and my larger bushes (6-7 ft tall/wide) are quite misshapen now-branches are bending to the ground or to one side. The bushes are almost done blooming, although last year they did bloom at a lesser degree twice later on in the summer. I'd really like to majorly trim the bushes, meaning taking at least 1/3rd off of the height/width. They are very unnattractive and I'm so distracted by their appearance! I don't mind if they don't bloom again this year, I just don't want to kill the plants. Any recommendations would be greatly appreciated!
