Wafting roses for no-spray garden

I'm beginning to plan the backyard at my new house (finally!) and definitely want to include some roses. I'll set out the dream and see if there are any contenders:

1) Roses whose fragrance permeates the air without having to bend down and sniff a bloom.

2) Can handle being in a no-spray garden in hot and humid New Orleans

3) Has repeat blooms

I'm not picky about the colors here (though I am partial to pinks, peaches, yellows, etc, but I'll take most anything color-wise).

Teas & chinas usually do well here, and if there's a noisette that fits the bill, then I might try and find a space for it. And it doesn't need to be an OGR (I'll post this in the regular rose forum for modern recommendations).

If I have to let something go then I'd at least like something with a strong fragrance that repeats and can handle a no-spray garden. For instance, I love the Duchesse de Brabant and even though she doesn't waft, she's likely to get a spot in my new garden (unless there are enough wafting contenders).
