Tall fescue seeding new lawn. Some areas not coming up

Hi everyone. I decided to start anew with my lawn. Here is what I did:

1. Rounded up the lawn.

2. Cut it down as low as my mower would go (still some debris left from the crabgrass)

3. Fertilized

4. Used a slit seeder to seed the lawn.

5. Watering twice a day.

I'm 15 days in and the lawn is looking amazing in some areas, but not so great in other areas. The areas that don't look so great are primarily areas with a large amount of dead weeds/grass covering the surface.

I'm thinking of putting some seed down in those areas again and topdressing them. Do you think this is a good idea? Is it too late in the season to do this?
