Can fallen leaves in winter be used as fertilizer?

On the road side in front of our house are fallen leaves with some dirt, can I put them in soil to work as fertilizer.

Like all forms of organic matter, they are considered a soil amendment, not a fertilizer. The nutrient values are very low.

There is no problem applying fertilizer in your area at the current temps, in fact it's the best time. The winterizer should be applied when top growth has stopped but the ground isn't frozen. It should also contain all quick release nitrogen. This is usually around Thanksgiving where you live, but can be later if the weather is mild like last year. One more thing regarding fall overseeding; you don't need to use siduron since the main weed it prevents is crabgrass which won't germinate in the fall.

I can see the blackspot lesions on the canes, so I know that picking up every single leaf isnt' going to make much difference. I do pick up what I can, but I'm not trying to get even close to all of them. A lot of the gardening advice we get is just wishful thinking. If you do X diligently enough, then you won't have to spray. Well, it just ain't so. 1, Impossible to be diligent enough. 2, even if you were able to remove absolutely every little fragment of bs-carrying leaf, the spores are all around you outside of your control. I have also heard that the spores overwinter in the soil itself, not on the fallen leaves. And I am sure that spraying the soil with oils and fungicides is not a good idea on a regular basis - too damaging to the soil microbial community, and the oil could gum up soil pores, blocking water and air movement to plant roots.

It depends on whether or not the leaves dry out or turn to mush. Several things in the garden will wilt and get wet and soft once they freeze. Those you do not want to use on your roses. Leaves used should be dry and crumbly so they don't encourage fungal diseases. Anything that stays wet will grow funguses.

They'll be contaminated with rubber dust, oils and various toxic materials from vehicles. While leaves are a great garden material I wouldn't gather them from a road.

research and learn how to build a compost pile.. and them throw all that stuff in it ... it should break down into a usable humus in a year or two ..

i dont know about floras comment.. i suppose it depends on the road ... lets say rural vs industrial.. etc ... if the traffic was that heavy.. i wouldnt expect the leaves to still be there after winter ...

when you have a proper compost pile.. ALL fall leaves can be piled in it ... NEVER send them away ... and then spend money.. paying to bring it back in ... from say.. the city compost program... think about that ...

A compost heap won't break down oil, rubber or heavy metals. There are oil patches visible on the road surface in the OPs picture. I'm a big fan of leaves but not from road gutters.
