Blue Fescue is Not Blue?

A local nursery has a plant that is supposed to be a dwarf Blue Fescue, Festuca cinerea "Elijah Blue". In looking at the plant, it appears to be all green. Are some Blue Fescue's just genetically prone to turn green, or is this just a characteristic of the species to turn green in Winter and blue in Summer? If I want a really blue specimen, are there specific available strains or varieties I should be looking for? If someone knows of a mail order source for some extremely blue one gallon specimens, I would appreciate the reference.
