Problem Exhausting Pressure Canner

I’m having trouble exhausting an All-American model 941 canner. I have
used this canner for the past four years without any problems, but now it has me stumped.

I’ve tried twice now to can whole tomatoes, raw packed into jars. I filled
the canner with two inches of water and added the jars, put the lid on, and started heating it over a
propane burner. The canner starts venting, the pressure builds to 10 PSI on the gauge, I limit it to that pressure by
adjusting the heat and wait for a solid cone of stem above the vent, but I never get it. It only steams intermittently
for a few seconds every couple of minutes. I’ve waited up to 90 minutes to get solid steam, but have had to shut it
down before the canner ran dry.

The lid is sealing well, it is only losing pressure out the the vent pipe.
The vent pipe is clear and not restricted. The gauge seems accurate enough. I can put the weight on for 10 PSI regulation and it starts to jiggle at around 11-12 lbs of pressure on the gauge.

Any ideas on why I can’t get it to exhaust properly with a proper showing
of steam out the vent pipe?
