Dolly?

I picked up a copy of The Uncommon Reader by Alan Bennett mentioned by blue_jean_baby in the August: What Are You Reading? thread. (Thank you, BJB.) This enjoyable little book has sent me repeatedly to a dictionary. One term I could not find is "dolly" used as an adjective. Can anyone enlighten me?

Here is the context, from page 15 of my copy: '
I cannot understand,' said Her Majesty, 'what he is doing in the kitchens in the first place. He's obviously a young man of some intelligence.'
'Not dolly enough,' said the equerry, though to the private secretary not to the Queen. 'Thin, ginger-haired. Have a heart.'

(I did find "equerry.")
