removeing old shingles to vinyl side?

MY house is very old build around 1869 rebuilt several times with different remodel jobs and additions, over many years. As a result it has clapboard then shingles then vinyl siding. All done wrong. My question is, in order to reside the house should I remove all clapboard shingles siding? Then what do I do?, to vinyl side again.. Someone told me all that wood (clapboard & shingles) acts as insulation! I don't know, this house is very drafty. I have added 4" rolled insulation to the inside walls still very drafty. Should I remove all the old wood? Do they make outside insulation that can be added?
