Relocating dryer vent

Our dryer vents out of the side or our basement about 14 inches above grade. The dryer vent runs from the dryer exhaust, up 30 inches, and straight out the side of the building. On the other side of that wall we'd like to put a raised planting bed.

We'd like the bed to be about 20" high. I'm thinking I need to drill a second vent hole above the current one and seal the original hole. Is it possible to run the pipe on the outside of the building without a new hole? I'm envisioning a periscope type connection on that outside that would raise the vent.

I'm thinking this is undesirable because it will act as a consdenser in the winter. Anyone with a similar situation?
