Right Proportions for Windows?

We are getting ready to build so now I'm second guessing everything. We will have 9 foot ceilings on 1st floor with 3060 windows in front placed just over 18" off ground which will leave 18" above window. In the back of the house we will have 1 foot transoms above the 3060 windows, so these will be 12" off ground and 12" above window. Upstairs is 8 foot ceilings and 3050 windows placed 18" off ground so 18" above windows. Then we have 3 dormers and I have no idea how big dormer windows are supposed to be. Architect put in 3048 but window guy bid 3046 so I'm assuming that meant 3048 was not standard. I've seen done dormers that look off (too big or too small) so is there a rule if thumb to ensure we have the right size? Any confirmations to our designs or suggestions to consider are appreciated.
