Trying to Recover from Voles

Took me two years to realize the extent of my vole problem, but by the time I starting digging down under my mulched beds, voles had tunneled their way through the roots of my blueberries, artichocks, rhubarb, liatris, dahlias, lilies, and apparently, a previously nice asian maple. The perennials all suffered entire branch dieback; the bulbs just disappeared. To date, I have used poisons, juicyfruit gum, mouse traps, and castor oil soil drenches. Additionally, I have loosened and washed down the soil around the plants in question, so that the roots are once again in contact with the soil. What else should I be doing, both to avoid any furture problems with these creatures, and to assist the perennials in recovering from the damage?
