Deodar Cedar-need to cut lower limbs due to Voles-Moles questions

I planted 2 Deodar Cedar trees 7 years ago. They have grown to about 15 feet tall.

I have a huge infestation of pine voles. This kind of vole eats roots and does not girdle the tree like meadow voles.

Near one of the trees has been what appears to be a mole hole that leads right up to the trunk. The voles have been using this run.The branches are growing along the soil and I can not rake under the tree.

I need to cut the lower limbs to the cedar as trapped leaves and pine mulch are making a wonderful home for the voles and I assume mole.

In the last 2 years, I have lost numerous trees due to the voles and I refuse to let the voles have this one. LOL

Can I cut the lower branches now? Will it stress the tree?

I am in upstate SC and we have had a wetter and warmer than usual winter.
