Another Food Safety - Refreezing raw veggies?

My brain isn't working.

I know the things in my big stand alone freezer were fine for the 48 hours our power was out - I checked the temp there within a few minutes of the power coming back on.

I've tossed the raw meats, shrimp, bacon that were in my refrigerators freezer compartment - just too much else going on (like the 95' tree on my house) to deal with cooking and refreezing.

What about the commercial packages of organically grown corn, peas, broccoli in the refer-freezer unit that were still cold but nearly thawed? Unsafe, or just quality diminished please?

(if you are wondering how they were still cold, I did have a small generator I was sharing with neighbors, so the refrigerator was only running an hour or two every several hours)
