can this soup be canned safely

This recipe was shown to me in another forum, and she is asking about how to can it safely , I don't know enough to guide her, and I do not want to be wrong.

I know the barley needs to go,she is getting a lot of bad advise and I want to steer her in the right direction!

One person told her it was safe to can anything just prepare it as you would put in hot jars and seal place on the counter and they will seal! My goodness my ears almost blew off!

So she said she has extreme food allergies, and this is safe for her to eat. I would appreciate any feed back.

She just bought a pressure canner. TIA! Brenda

Recipe:

1 lb stew meat or beef for carne guisada (I don't know what that means!)

1 cup dry kidney beans

1 cup pearled barley

1 med onion diced

1 medium carrot diced

1 cup frozen peas

tbsp or so salt to taste

tbsp ground ginger

1 bay leaf

tbsp dry cilantro

2 quarts water or broth

Brown meat with a tbsp of oil, add spices/herbs and onions/carrots, add beans and barley, toast for a couple minutes, add broth, cook until beans are just done, add peas and cook an additional 10 minutes.
