Dry-land Gardening / North Florida (Jax)

I was curious if anyone here was up for suggesting perennials and shrubs perfect for dryland gardening, but also tolerant of the sometimes wet conditions in North Florida (and the humid-heat). I'd like to remain as close as possible to Florida natives that do not require much water as well.

I've a good book a friend of mine picked up, but welcome first-hand knowledge of what works and what does not work.

I have areas that are well drained, semi-sandy, and well fertile/drained.

Also, suggestions on a student budget of nearly-nill would be welcomed.
