Prunning young redwoods question

Hello,

Planted 130 coastal redwoods seedlings(~12") along 650' of frontage in Jan/Feb 06. They should not infringe on anyones view. One is about 4" tall now(odd), but generally range in height from 2 to 5'. The shorter ones are very bushy and the taller ones are not so bushy. The first half of the trees have been pruned (lower limbs removed). My wife thinks this was a mistake because the wind will tend to blow them over as they get taller. Questions:

1 Are they likely to be blown over by the wind if they grow taller at a young age?

2 Most importantly, should they be pruned when they are less than one year of age?
