first season new lawn...need watering advice

i have a lawn seeded late this spring. it is very thin now. my landscaper ran and never put the starter fertilizer that was supposed to be put down 3-4 weeks after hydroseed.

i just put the starter fertilizer (scott's) myself this week.

everyone has an opinion on how much to water. it seems for established lawns, the rule is once a week with 1-2 inches.

but what about in my situation of a first season lawn which is still very thin and late on starter fertilizer? i have 17 zones and am trying a new technique of watering 20 minutes each zone every day. by the end of the day, the soil is no longer moist in most areas. i tried sticking a screwdriver in and could get it in with reasonable force to about 1-2 inches max.
