New Fall Lawn - Parts of it not growing

Hi,

I planted a full acre of new Kentucky Blue Grass mix lawn at the end of August last year. It came up great, the lawn came up to about an inch and half and then stopped for winter.

It is now almost July and half the lawn is coming in very well and has been mowed multiple times. However, the other parts it still only about an inch high. Its thick but its not growing. I have read give it time a new lawn will stop growing. I think I have given it plenty of time. I have fertilized with the appropriate schedule and watering longer and infrequently to promote root. The lawn that is not growing is green. I do know that in these parts the soil is not as good. So I would imagine that is a big part.

My question is how to get it to grow. I have the following Ideas:

1. Continue to water/fertilize and eventually it will grow?

2. Is it possible to bring in dirt and cover it 3 inches and have the grass grown through it to promote better soil?

3. Kill it, bring in 4 inches of dirt and try again?

I'm not sure what to do, but its had plenty of time to grow from an inch.

any ideas would be appreciated.
