1st post - need to grade lawn against foundation

The previous owners of my house had a garden bed up against the back foundation of the house (bed is about 14 feet long by 3 feet deep). Because this is causing moisture and bug problems, I'd like to fill in the garden and instead plant my veggies in sq foot raised beds away from the house.

I've read that I can use clean fill to fill the old garden bed, and add some grading which should help the moisture problem.

BUT, the problem. I'm in a city neighborhood--so, I have a fenced in back yard with a small gate that dumps onto an old steep, narrow brick alley. I have no driveway. My house is fronted by a steep slope with stairs. My neighbor's houses are only separated by 3 or 4 feet on either side.

Obviously, I buy only bagged mulch. But how do I get fill? It seems to only come by piles delivered to your driveway (or whatever) via dump truck. Is there a viable substitution? I've read that you can't use topsoil because it retains too much moisture. Help!
