Sausage & cheddar appetizers

Using a recipe I’ve used before from Browneyedbaker, I subbed spicy turkey Italian sausage for the regular Italian sausage. I used a dasher to scoop 9 balls as a trial run but it was my smallest scoop. After baking for the alotted time at the alotted temp, I checked the balls‘ internal temp. I thought the safe internal temp was supposed to be 160 degrees? I only got 120 degrees. I stuck them back in the oven. After another 10 mins, the internal temp rose to 140degrees. They were quite crunchy & dried out! Glad I only baked 9. My best guess is oven calibration issues, my second guess is maybe it had something to do with the size of the appetizers? What are your thoughts?
