What is this hose I found behind drywall under my kitchen sink?

See below. Some drywall was removed behind the cabinet under my kitchen sink as part of a mold remediation process. There is a thick black hose behind the drywall. It comes from above the cut, and when I pull on it, that end feels fixed or attached to something higher up. Then it comes down to the bottom of this picture, loops back up and terminates behind the white cover plate. Before the drywall was removed, I'd naturally assumed that cover plate was over an electrical junction box. But I can tell now there is nothing behind it except for that black hose, which has a smaller clear hose inside (poking out with some ancient duct tape over it in this image). I suspect the "hose within a hose" has been behind this wall for years (since before I bought the house), and has no function now. But I'm curious what it is.


FWIW, the smaller red/black hoses in the foreground are part of a water filtration system.
