Is there something I can do about screws not staying in older wood?

I am replacing the floor of a front porch deck that I did not build, so I do not know how old the wood is. I am attempting to put guide holes theough 5/4 thick cedar decking into the framework of the deck which are 2X6 pressure treated wood of undetermined age. It is not soft, it seems too hard. I drill guide holes with countersink and am drilling abot 3/4 of qn inch into the older wood. It is taking all the pressure I can muster and a very long time to drive the decking screws in. By the time I do I have only managed to drill a bigger hole using a screw. The screws do not hold at all. I am using battery operated tools, could that make a difference? I am not very experience, but have never run into this before. Is there a good way to fix this other than tear the deck apart and rebuilding it with new wood? Is that wood complete useless except for q backyard fire?
