Lippage on Bathroom Tile with Heated Floor

Hi, my GC just installed our bathroom tile and there is a lot of lippage. Running your bare feet over the floor feels uneven and scratchy. The tiles are 3x12 porcelain in herringbone style. He laid new subfloor with plywood and then put ditra floor heat on top.

These floors were very expensive and now I'm very upset I'm going to have to be walking over imperfect floors every day. The GC is saying the issue is due to the floor joists, which I feel should have been rectified before everything was installed, or if he started to notice lippage he should have stopped to figure out why.

What are my options here? Should I ask for a complete redo? I know he's not going to want to do that because of the expense of the tiles and I'm assuming heated floor will have to be replaced at his expense. This is all over the floor so I don't feel like single tile replacement is going to cut it.
