How to fertilize when it won't stop raining?

Hi,

Im new to gardening and I have some brand new roses growing around my house. I bought them as bare roots and they've developed fairly well. It takes a LONG time in Zone 6 for them to grow and bud.


however one problem is that we have had terrible weather. It's seriously been raining for six weeks straight with only a day or two per week of relief (usually overcast or cloudy, almost never full sun). Shockingly my roses continue to slowly grow despite drowning attempts by Mother Nature.


Do I have to wait until the heavy rains stop to use my Rose Tone Liquid Fertilizer? I've read the rain will just wash it away. Plus since it needs to be mixed with water I am hesitant to subject the roses to even more moisture. Anyone have advice?
