White flies on new seedlings....why?

I've been gardening for 40 years but my vegetable garden has been primarily tomatoes, zucchini, green beans - summer veggies. This year I planted quite a few winter vegetables from seedlings. Just now I noticed white flies all over one leaf on my kohlrabi plant. A few days ago I pulled out a chard plant covered with aphids.

What gives?? I would think there would be less of these pests in the cooler, wet weather. I remember last spring my kale was so infested with one of those guys that it had to be removed.

I would love any suggestions and encouragement that winter vegetable growing can work!
