Sienna glen maple, roughly 1/3 of roots cut 40

Help. Our 8 yr old sienna glen maple we planted in honor of our firstborn had a double whammy this spring. In April, or Internet provider decided to lay the fiber we ordered in a place that sliced the ground 40" from our trees base...slicing off about 1/3 of the roots. We also had a late freeze at about the same time. THis was in mid april when tree buds were not quite open. The leaves never emerged. Buds dried up. It's been 2 months since the freeze/root hack job. Is there any chance of survival? There are no new buds except a few on the trunk 6" from the ground and even those are getting brown and drying up. The bend test to small outer twigs ends up snapping the twig off. No green ring showing just beneath the bark. Any advice?
