How to train my wax myrtle

Noob here... Last year we bought 2 wax myrtles hoping to create some kind of privacy since they are evergreen and fast growers. However, the stems seem to be very long with few leaves. I am trying to shape them something like in the attached photo. But the leaves on our plants are very sparse.

My question is that what should I do to shape ours like the photo?

We are in Austin area and the ground is very rocky and we hit limestones in less than 6 inches.
