New concrete slab drying time before install engineered hardwood?

We demo-ed old concrete slab, removed the debris. There was a dirt ground and poured a new layer of concrete. Not sure about the thickness but maybe at least 3 inches (total guess here).

I'm wondering how long we should wait or what tests we should expect the contractor to do before moving forward with installation of the engineered hardwood flooring. I know he's mentioned a plywood subfloor. What's the proper process / installation to make sure there isn't excessive moisture

Also, they poured the concrete one day and it was hard enough to walk on the next day. Should there have been a concrete vapor barrier installed?
