Bottom half of blueberry bush not leafing...

Earlier this year, I bought a gallon pot of Climax, Tifblue, Chandler and Duke blueberries from Lowes. I repotted them in a 3 gal container with 5 parts fine pine bark mulch, 5 parts sphagnum peat moss, and 1 part perlite. I've covered the top with some pine bark. I've been watering with water at a pH of 4 - 5 and giving them dilute amounts of acid fertilizer twice a week.

All four of them have nearly finished flowering, and the leaf growth is really starting to pick up. While Climax, Premiere, and Chandler varieties have been leafing all over, Duke only seems to be leafing on the very top. Is this normal for Duke? Maybe it was not grown well and didn't set leaf buds the previous fall? Is it still in the early stages of leafing out? Or... is the bottom portion sick with disease? If it's sick with disease, I'm worried that it may spread to my other blueberry bushes.
