Building storage shed on a terraced slope

Is it safe to build a storage shed occupying two levels of a terraced slope, provided that I add concrete footings on both levels?

My property resides on a sloped street, and some time during the home's previous ownership, someone turned the sloped backyard into a 3-leveled terrace, with a height of 2 feet at each rise.

As my property does not have any auxiliary building or garage, I want to build a 8ft x 10ft tool shed to place all my landscaping and power tools. However, in order to build something of these dimensions, the shed would have to rest on two levels of the terraced slope.

Would it be safe to do this by digging trenches with which to add inverted T concrete footings at both levels, even though they're separated by landscaping ties in the middle?
