Correct irrigation design for perennial/shrub border

I've finally bitten the bullet and had a swimming pool installed and my existing sprinkler system has been trashed. Before installing a new system, I'm trying to come up with a design that solves the problems I've been dealing with for the last 20 years when watering my existing perennial beds with the mist heads installed at the front edge of the beds.

The front plants get watered, but once the plants have grown to their full size every year, the plants in the back don't receive any water. , Or if there's a shrub near the front it blocks the water from getting to the back.

I really don't think drip will work for me. Too many plants and I transplant too much - I'm constantly moving things around.

Is there any special mist head that raises up really high that I could use at the front edge, that would shoot high enough to get everything? If not, should I have another row on risers at the back of the border?

Does anyone have system that works for them? Thanks for any advice!
