Why are some grains and beans soaked in acid or alkaline mediums?

My question is why are some grains and beans soaked in acidic mediums while others in alkaline medium?

I have read that wheat flour is mostly little acidic yet we soak it in a slightly acidic medium to neutralize Phytic acids?

While maize (very alkalizing) is soaked and cooked in an Alkaline solution to make it more digestible?.

How does this work and what would I get if I soaked my whole wheat flour in a slightly alkalizing liquid medium?
