Teenage dating advice needed

Well, I need some advice. I think I know what to do but want to hear what others would do in my/our shoes.

Our 14 (almost 15 yr. old dd) is dating a young man that just turned 19. Yes, 4 yr. difference. That's the problem. He's a nice guy she's known for a few years from school. He graduated last year and is attending college about 1 hr. away and is in the ROTC. No complaints about him except he's too old! I know he's too old, my husband knows it and so does our dd. Problem is she has liked him for some time and he's liked her and she's thinking with her heart. They've been to the movies 3 times and I drop her off and park by his truck and wait until the movie is over. Yes, I babysit his truck so they don't go anywhere. I've even driven around the theatre a couple of times while waiting just to make sure. Anyway, overkill maybe but I'm cautious.

My husband says absolutely NOT to the relationship. I'm a bit more willing to see what happens (and hopefully not regret it). You see, I was her years ago. I had parents that opposed a boy I was dating and I still found ways to sneak around and get my way. I don't want that to happen here. I'd like to have some say and control of this relationship if they persist on having one. I did stuff to get to see him that would scare the pants off anyone! I'm hoping if I tell him the terms of this relationship and that I'm in control, that maybe he'll run for the hills. I know she'll end up getting hurt but it's going to happen eventually and we all need to learn from our mistakes. I told them I'd like for his parents and us and for them to all sit and talk about this. Curious about what his parents think (I know... jailbait!).
