12/3 wire vs 14/3

Finishing a basement for my brother: Dutchess county NY 12533

I did the electric and plumbing my addition 3years ago, had NO problem with my inspector(got it right the first time), but have forgotten (unsure) the below requirements.

1) want wall outlets to be hot on bottom and switchable on top. I can use a 12/3 or 14/3 to do this?

2) do i have to use 12 gauge or will 14 do? i understand that 12 is 20amp and 14 is 15. but when is one or the other required?

3) outlets min 12" from bottom to floor and spaced min 8 ft apart unless you come to a corner then must be within 4 ft of corner? something like this correct?

Also,

1)how far does the 12 wire have to be from a water pipe?

2)could i also use the 12 for electric baseboard heaters and is there any restriction on the linear feet? Plan on putting about (4) 8 footers on a 20amp breaker. (1st time doing these)
