One thing to keep in mind about budgets is that they are relative. Space #3 is a room in a million dollar plus home. Hand knotted oriental rugs, original art and Ralph Lauren linens are not out of place. The space was also furnished from scratch. Every single item was purchased for the space and is included in the total. Usually a client has already collected art and accessories and they are not included in the project budget. These are also not DIY spaces so contractor fees are part of the budget. On the flip side I have designed homes that would sell for $150k and the budget for a guest room/home office might be in the neighborhood of $2 - $5k. If a room were completely empty it would be difficult to complete it for $2k (a mattress and box-spring alone could cost that much). To create a great space on a limited budget furnishings could be sourced from Ikea or re-purposed from thrift stores. There is little room for contractors on a small budget, which is why the designers on TV shows are always assigning the homeowners "homework". It is sensible to relate the decorating/remodeling budget to the value of the property.

My office is 16 X 13 with a 66" desk, 3 sets of lateral files with 2 of the having upper bookcases, 2 chairs, printer, large PC, small desk top TV, a large closet and a 48 X 72" stainless shelving unit from Home Depot, a large closet and lots of natural light. It still does not begin to hold all the bolt of fabrics, catalogs, granite and tile samples, customer files, finish samples, accessories, lamps and mirrors kept on hand, etc. I spill over into all areas of my home with over 10 paint decks, wall paper samples, etc. In spite of all this storage and in spite of filing daily, the use of multiple off site vendors, etc. it is impossible to keep my office free of clutter. With multiple projects going simultaneously, many stacks of project resources clutter the floor and surfaces. I've learned to shut the doors if I don't want to see it because if the day comes that all is truly as neat and tidy like the offices in this article it will mean that I am out of business.
