Wall Pack Light Burn Out

About three years ago I had a security light outside of a building. This light went to a breaker of its own. About three years ago I put a wall pack, security light with a photo cell, in place of it. Later I ran 3 more wall pack lights, security lights with each having a photo cell of its own, to the same breaker. I brought the wires from these three to a junction box and from there, of course, one wire going to the breaker. I put 2 wires going to, feeding these 4 lights, under one breaker because space was limited. I never have problems with the last three lights. They have given no problems and never failed to come on for 3 years. But I have replaced a ballast in the original light 2 times and it is out again. Would the fact of having two wires under the same breaker have anything to do with this? If not, I am at a loss as to why the ballast keeps burning out of this one light.
