Electrical wiring problem

Hi everyone, new to the forum.

I have a question regarding electrical wiring. In every circuit in my household basement I have voltage reading on overhead lights hot-ground and neutral-hot when the light is switched off.

I am trying to understand why. I noticed for one of the distributor box for one of the main circuits/feeds coming from the breaker box I have ground but the subsequent circuits going from that distributor box the cables don't have ground connected but are left out (missing ground on old wire?).

Could the problem also be caused by reversed hot and neutral? I really cannot see this as very likely since that would have to be the case for every circuit?

Any help to explain what might be the cause and why its causing it would be much appreciated.
