When to Re-Wire

A contractor today told me today that a 900 square foot house that I'm interested in purchasing would have to be re-wired for a cost of $12,000. He based his opinion solely on the appearance of the breaker panel on the outside of the house. How could he tell this without tearing down a wall or looking under the house to see the condition of the wires? We hadn't even gone inside when he made this statement.

The house was built in the 1800's, but re-wired after 1975. I noticed outlets every 6 feet or so on every wall in the house. If it needs a new panel, and 240 volt circuits for appliances, the cost should be around $2000 or $3000 at most, right?

If the home had been wired with the aluminum wire that caused fires, wouldn't a fire already have occurred?

Is it customary to install completely new wiring in a house every thirty years?
