Shower Curtain and Liner on Rod

I have an old shower curtain rod that has a place for the pretty curtain and the next row is for the liner. I cannot find a new one like that. Would like to have a tension type as I don't want to have holes drilled in the new tile again.

How do you attach your outer curtain and the liner? Do you hook both the curtain and liner together on the one rod? And do you use the tension type? Thought it would look strange to have two rods up.

The old one could be spiffied up and used again but am changing the look and the contractor told me it would have to be drilled into the wall on both ends as before. (or rather into the tiles)

I have googled for a long time about this and still haven't gotten any more info. Thanks to all of you for your help!
