How do you interpret 'motivated seller'?

I have been keeping my eye on the market for a year, looking for that perfect home. So, I am pretty familiar with the market in the area.

A house was on the market most of last year, went off the market, and just went back on. The listing now says that the seller is 'very motivated', yet the sales price was not reduced (and it is about 25% higher than it should be).

Is a motivated seller someone who is willing to negotiate? Why didn't they just lower the price to a more realistic value? Curious.
