Pour new concrete floor on top of old one?

I live in an 1895 house with a not-very-good concrete floor in the basement and limestone foundation walls. The basement is quite damp.

I'm talking to a general contractor about putting down a vapor barrier and laying a new concrete floor on top of the old one. The GC says no, they have to remove the old concrete before laying the new floor. Of course that will be more expensive than my proposal.

Should it really be necessary to remove the old floor? This doesn't have to be a beautiful floor, just a functional one that helps reduce some of the moisture issues.
