painting bare plaster and paint

Hi,

My question could go in this forum or in home decorating, but since it has to do with plaster I decided to try this forum first. My house was built in 1932 and the original plaster walls are in great shape. The first winter I lived here I shut the door to an extra bedroom--thinking I would save on heat. Well, I won't be doing that again!...the paint peeled off in crinkly hunks--it was later I found out that interior paint does not deal with cold very well. Where the paint peeled--it took all layers and left bare plaster exposed. I would like advice on how to feather the edges of the remaining paint and naked plaster--without damaging the plaster. What can I sand with that will not make streaks, dents or grooves in the plaster?
