muffin mystery

I made a batch of pumpkin muffins (okay, with chocolate chips and chunky sugar on top), and used both the foil muffin liners and the paper ones. The two types of liners were alternated in the muffin pans so each pan had both types.

As you can see from the picture, the muffins in the foil liners rose substantially higher than the muffins in the paper liners. (It was actually more obvious than the picture). Is this because foil is a conductor of heat and those muffins actually baked at a higher temperature? Never thought it would make a difference, but it did.
