Cold spot/hot spot at north facing bedroom

We had new AC/furnace installed last month.

Before the installation, we told the contractors that the north facing master

bedroom was a hotspot during the summer, and the airflow comes out from

the supply register is not cold and is not strong as other registers.

It's 4-6 degree hotter than other rooms

There is a 24x24 return at the hallway.

The contractor added a new 16x16 return at the master

bedroom.

But now the bedroom is still a cold spot in winter, it's about 4-6 degree colder than other rooms.

Even with the new return, the airflow comes our the master bedroom supply is

still weak, not as warm as all other registers.

There seems no leak in duct system, I just did an energy audit this week,

duct system has about 10% leak. I was told it is good enough. (5% for energy star homes)

Is it possible the distance from masterbedroom to the blower is too long ?
