Things to look for with new HVAC system

Hi there all,

A bit of background

I purchased my house two years ago. Before we moved in a new guardian 2 ton compressor was installed as well as a new coil inside. The system is in the attic where there is a 10 year old furnace and blower.

In the two years we have had the system the coolant has drained out twice, we had to replace a coil and yesterday I fired up the system, air coming out of the vents was only 69 degrees, on a 75 outdoor temp day.

The basement in the house is always cold in winter and hot in the summer, the duct work is all flexible duct draped throughout the attic.

I am done with this system, and thinking of going for a new furnace and ac. Maybe also get the ducting reworked, does this sound like over kill? Or should I just get it done and done right.

Any recommendations would be appreciate, please feel free to ask questions if I did not give enough info.
