Should cities control landscaping?

This was a question posed by a local television station after airing a report about neighbors upset about a yard in their neighborhood. The house in question had elminated most of the grass, had a water garden or two in front, as well as sculpting the landscape and adding a lot of interesting plantings.

Now the city council is going to vote on the percentage of front yard that can be made into a water feature and propose an ordinance to place restrictions on landscaping.

While this yard isn't what I would do, I don't think the city has any right to step in and become an HOA. When there are so many homeowners whose yards are an eyesore due to weeds and neglect, I think they should appreciate every yard that is cared for.
